Compliance analyst

New Jersey Department of Treasury - Division of Investment

This is a Full-time position in Trenton, NJ posted December 12, 2019.

The Division of Investment manages and invests approximately $90 billion of investment assets of the State Pension Plans, State of New Jersey Cash Management Fund, Supplemental Annuity Collective Trust (a 403b plan), a portion of the NJBEST Fund (a 529-college savings plan), and several funds under the New Jersey State Employees Deferred Compensation Program (a 457 plan).

The Compliance Unit is responsible for a comprehensive program to ensure investment and reporting compliance with federal, state and international statutes, State Investment Council (”SIC”) Regulations, SIC and Division policies; development of Division Policies and Procedures to strengthen the system of internal controls; and ensuring class action claims are filed in a timely manner. The major responsibilities of the Compliance Analyst include the following: monitoring all aspects of daily investment compliance with SIC regulations and all applicable federal, state and international statutes; preparing and filing of regulatory filings in an accurate and timely manner including Securities and Exchange Commission filings (e.g.

13F, 13H, 13D, 13G), international threshold reports and monthly and quarterly reports to the Federal Reserve Bank; monitoring counterparty eligibility and ensuring all required regulatory documentation is current; monitoring compliance with various State divestment statutes including reviewing the applicable research, communicating with companies identified as being in violation of State statutes, maintaining the prohibited investment list and drafting reports to the Legislature; reviewing quarterly Political Contribution Reports received from the 200+ investment funds and identifying issues for management; monitoring the securities lending program for compliance with the contract provisions and program guidelines; responsible for brokerage commission targeting and reporting; and monitoring potential class action claims to determine eligibility for filing by various funds under management; performs other related duties as required. SALARY: Commensurate with education and experience. A comprehensive benefits package is offered as well. REQUIREMENTS EDUCATION: Graduation from an accredited college or university with a Bachelor’s degree in Accounting or Finance. APPLICANT SUBMISSIONS MUST INCLUDE A COPY OF DEGREE AND/OR TRANSCRIPTS (OFFICIAL / UNOFFICIAL) DOCUMENTING POSSESSION OF DEGREE. EXPERIENCE: A minimum of two (2) years of investment industry experience specializing in any combination of the following areas: compliance, regulatory reporting, accounting or a related similar field.

Experience in regulatory reporting is desirable. NOTE: The candidate must possess the following: advanced skills in Microsoft Excel; proficiency in Microsoft Word and Access; ability to monitor, interpret and apply statutes, rules and policies; strong attention to detail; strong analytical and problem-solving abilities; strong written and verbal communication skills; ability to effectively interact with management and third parties; ability to work independently in a dynamic environment and meet deadlines; ability to multitask and prioritize effectively; and be a team player and self-motivated. NOTE FOR FOREIGN DEGREES: Degrees and/or transcripts issued by a college or university outside of the United States must be evaluated for accreditation by a reputable evaluation service at your expense.
