Vice president – office of labor management partnership & national labor relations

This is a Full-time position in Oakland, NJ posted December 11, 2019.

POSITION SUMMARY Reporting to the Senior Vice President, National Labor Relations & OLMP this position is responsible to lead and influence the strategic development and implementation of a comprehensive, program wide labor relations strategy.

The position serves in a senior LR leadership role responsible for the planning, development, implementation and evaluation of labor relations strategies, programs and policies that support a consistent, strong labor relations program.

The position builds strong collaborative relationships with the Regional Presidents Group (RPG), Executive Medical Directors (EMDs), KPPG-Labor Relations Strategy Group, HR Vice Presidents, Regional Labor Relations, the Permanente Medical Groups (PMGs) and PO functional HR leaders, to ensure alignment of interests and strategies related to labor relations.

The position will rely on these relationships to support effective communications with key stakeholders, effective support and implementation and evaluation of labor relations programs and policies.

This position will also focus on mitigating the potential negative impact of labor issues, while cultivating dedicated employee relations efforts to create alignment and consistency while driving accountability within the function.

The position will evaluate the labor relations expertise within KP and lead the development of programs to continuously elevate labor relations expertise; build teams for successful collaboration; create research/analytic capability and represent National Labor Relations on special projects, initiatives and committees as needed.

The position will be responsible for creating tools and resources, incorporating best practices from operations, to serve as resources for the regions and support the creation of alignment, consistency and accountability in the management of labor issues.

This position builds partnerships with the union executive directors for the Labor-Management Partnership and, with the national LMP Executive Committees to create a motivated unit base team structure, a positive platform to address issues as they arise and build future relationship equity by obtaining input on a dedicated basis.

This requires strong influence and strategic leadership skills, particularly to work on a daily basis with individuals who are at various levels of comfort and familiarity with working collaboratively with our Labor partners.

Responsibilities includes ensuring that all Labor Management Partnership efforts are strategically utilized to promote Kaiser’s economic viability, as well as efforts to improve quality of care, service and affordability.

The candidate filling this position will act as the liaison from the Office of Labor Management Partnership to Executive and senior staff in Government Affairs, Sales & Marketing, Strategic Financial Planning, Community Benefits and Quality improvement efforts across Kaiser Permanente.

The candidate filling this position will be expected to integrate key strategic initiatives from across the organization and provide advice and counsel to the OLMP leadership team, as well as national and regional leaders, on how to best deploy the Labor Management Partnership to meet strategic goals.

The candidate filling this position must apply knowledge of health policy and finance and bring an understanding of the economic forces affecting the health care industry, to shape advice provided on strategic directions for the Labor Management Partnership and its role in allowing Kaiser to succeed.

The candidate will, as needed, represent the OLMP with senior union and other key external officials who may be involved in issues affecting Kaiser’s strategic priorities.

This position is also responsible for the creation of a national dashboard reflecting outcomes of the multi-faceted work of the Labor Management Partnership.

This position is also charged with conceptualizing and producing analytic reports utilizing the information from the reporting of metrics for all Labor Management initiatives, including providing estimates of benefit realization from Labor Management initiatives.

This position has responsibility for the production of regular and ad-hoc reports that track the performance of key aspects of OLMP programs, with a particular focus on the work of Unit Based Teams which will require developing a collaborative relationship with KP-IT and Workforce Analytics to maintain the UBT Tracker SAS reporting environment and provide training to both national and regional staff in effectively utilizing it.

This position is responsible for providing detail on the progress and outcomes of labor management initiatives as well as synthesizing the outcomes to senior leadership and making recommendations for changes in strategic direction, when needed.

Given the role of the Regions in operationalizing the National Agreement and the strategic plans of the organization, this position also directs the Regional Engagement aspects of the Labor Management Partnership regarding alignment on strategic priorities.

The candidate must maintain strong working relationships with key senior leaders in the Regions, to ensure successful execution and integration of strategic initiatives.

This position is also charged with taking initiative to oversee execution of key strategic initiatives to ensure their success in implementation, as needed.

This position plays a crucial role on the leadership team of the Office of Labor Management Partnership, and can represent its Executive level personnel as needed.

PRINCIPAL RESPONSIBILITIES Ensures the development of effective labor relations strategies that align to and support a sustainable labor relations program covering represented populations within the Program and their unions.

Develops implementation action plans and methods for monitoring progress on the strategy.

Applies effective interpersonal and formal presentation skills, and builds trust with key stakeholders to influence optimal organizational outcomes.

Guides problem resolution to issues related to the Labor Relations.

Ensures strategies are considered in the context of the changing environment, the Labor Management Partnership and current regional realities.

Supports and advises National Functions and regional leadership in the development of plans to address strategic labor relations goals.

Guides effective communications regarding the Labor Relations Strategy to ensure successful implementation.

Leads and guides the development of national labor relations policies and procedures to support the overall Labor Relations Strategy, including role clarity and decision rights.

Assesses opportunities for consistent application of current and/or new policies and processes focused on creating solutions to labor relations problems.

Collaborates to secure stakeholder alignment.

Identifies best practices and works collaboratively to tailor those practices for Program-wide replication.

Guides the development of structures and processes for extensive collaboration with compliance, HR Ops, legal, strategic planning and other functions necessary for effective strategy development and implementation.

Develops collaborative and productive working relationships with a variety of stakeholders across the program to develop and promote a consistent approach to the development of labor strategies.

Leads the development of programs and processes for developing labor relations expertise within the Program to prepare labor relations leaders for progressively more responsible roles at the regional and national level.

Collaborates with internal and external resources to deliver high quality and effective programs.

Evaluates Labor Strategies to optimize opportunities for partnership with unions, mitigate risks of disruption, realize sustainable labor/value equation (costs/quality and productivity), and maintain commitment to a robust, engaged workforce.

Leads and directs research and analysis of areas pertinent to labor relations strategy, planning and tactics and leverages internal and external resources to meet the requirements.

Scans the external environment for emerging trends that will influence KP and/or should be considered in the development of regional or program-wide labor strategies.

Partners with senior leaders and the KPPG-Labor Relations Strategy Group to strategically plan for critical labor relations events and prepares aligned management view and messages on key labor relations issues.

Guides effective communications regarding the labor relations strategy to ensure successful implementation.

Participates in and may lead selected national bargaining sub groups/committees/task groups with the partnership unions.

EDUCATION/EXPERIENCE Minimum 10 15 years Human Resources experience in a highly complex unionized organization.

Minimum 10 year experience leading labor relations in a complex union environment, including strategy development, contract negotiations, administration and problem solving and a command of implications to various strategic decisions.

Bachelor’s degree in Business Administration, Human Resources, Economics or related field required.

Advanced degree preferred.

Demonstrated command of federal and state labor law and wage hour laws.

Law Degree highly preferred
